What is JMeter?

JMeter is an Apache Jakarta project that can be used as a load testing tool for analyzing and measuring the performance of a variety of services with a focus on web applications.

JMeter can be used as a unit test tool for JDBC database connection, FTP, LDAP, WebServices, JMS, HTTP, and generic TCP connections. JMeter can also be configured as a monitor, although this is typically considered an ad-hoc solution in lieu of advanced monitoring solutions.

Apache JMeter is open source software, a 100% pure Java desktop application designed to (load) test functional behavior and measure performance. It was originally designed for testing Web Applications but has since expanded to other test functions.

JMeter is not a browser. As far as web services & remote services are concerned, it does not support all actions supported by browsers. In particular, JMeter does not support JavaScript in HTML pages.
